Since 21 July 2023, adults in Luxembourg may grow cannabis at home and consume it there. The change comes from a law dated 10 July 2023 that amended Luxembourg’s 1973 drug law. The rules are narrow: plants must come from seeds, public use stays banned, and sharing outside the household is prohibited. This guide covers cannabis, not CBD products, which follow different rules.

What the 2023 law changed

Luxembourg’s cannabis rules come from its 1973 law on medicinal substances and drug addiction. A law dated 10 July 2023 amended that text to allow home cultivation and consumption at home by adults. It entered into force on 21 July 2023.

  • LuxembourgLegalAdults may grow up to four plants per household from seeds and consume at home. Public use and sales stay restricted.

The official health portal explains the home-grow rules: Santé Sécu, cannabis home cultivation (in French).

Who may grow, and how many plants

Only adults may grow. The limit is four plants per domestic community, which means per household, not per person. The plants must come from seeds: buying plants that have already grown is not allowed. The Luxembourg Police summary says the plants may be grown indoors or outdoors, but they must not be visible from the public road.

Public use and the three-gram limit

In public, three grams is the line. Up to three grams can bring a €145 fine, according to the Luxembourg Police. Above three grams, courts may impose prison from eight days to six months and/or fines of €251 to €2,500, according to the health portal. Consumption in public, and anywhere outside the place of cultivation, stays prohibited.

Sharing and sales

The rules do not allow sharing home-grown cannabis with people outside your domestic community. The 2023 changes cover home cultivation and private use at home. They do not create legal sales. Source: Santé Sécu.
